Run a program in the winlogon desktop

I,m trying to create a small program something like a note pad.Andi
need to run this program in loggon desktop(ctrl+Alt+delete).I searched
for a way to do that.I think It can be done using windows API.I want
to know is it posible to run a application that run on the default
desktop in the winlogon desktop.

What are you doing that needs to run on that desktop? It's usually a
very bad idea to mess with that.
